It is the most significant federal policy ever enacted for the solar industry. Ron Nersesian, vice president and general manager of Agilent's Wireless Business Unit confirmed.&lt;br /&gt;&lt;br /&gt;The solar panels generating electrical power are mounted on a giant canopy over a 3-acre parking lot at Agilent's Fountaingrove campus in Santa Rosa.&lt;br /&gt;&lt;br /&gt;At peak the system will generate more than 1 megawatt, or 15 percent to 20 percent of Agilent's required energy at the campus.&lt;br /&gt;&lt;br /&gt;The system is built by SunPower Corp. of San Jose and is owned by GE Energy Financial Services. The cost was still too much for Tait.  Tait explains how he discovered the secret of having the solar panel on lease purchase for 15 years.&lt;br /&gt;&lt;br /&gt;“I'm a working person,” he said. Solar power “has to make economic sense. It's good for the environment, and I feel good about that. But the system has to work financially and in the 'green' sense.”&lt;br /&gt;&lt;br /&gt;So Tait, 59, tried to make his home more energy-efficient in other ways. He took out a home-equity loan to replace his windows and upgrade his heating and cooling system.&lt;br /&gt;&lt;br /&gt;Now, however, Tait has a new solar system on his house, and he hasn't paid anything upfront for it. Instead, he's leasing the system by making monthly payments. Just this January, LIPA quietly cut &lt;a href="http://solarpower.vjms.net"&gt;the subsidy it offers for home solar panels&lt;/a&gt;.&lt;br /&gt;&lt;br /&gt;Stan Fostek, an East Northport resident who installed a solar system with LIPA's help two years ago, grins as he talks about monthly electric bills as low as $3, down from a high of $450. "I don't know why more people don't do it," he said.&lt;br /&gt;&lt;br /&gt;One reason, in addition to the high cost: Mass residential conversions to solar would reduce LIPA revenue. Were that to happen, the authority would be forced to increase rates to pay the long-term debt and the costs tied to its myriad energy-supply contracts, which aren't going away soon.&lt;br /&gt;&lt;br /&gt;Some experts argue LIPA's strategy of continually planning for increased use is flawed, particularly in light of stabilizing electric use, expensive new conservation measures and a sharp drop-off from the go-go housing development of recent years.&lt;br /&gt;&lt;br /&gt;But buried in the same survey was a surprising statistic: energy consumption per household actually decreased in 2006, as did a measure of energy use among businesses.
